Bromley Healthcare appoints Lorraine Mattis as Chief Executive

Bromley Healthcare has appointed Lorraine Mattis as new Chief Executive. This follows the planned retirement of current Chief Executive, Jacqui Scott.

Lorraine brings over 20 years of senior leadership experience across community, primary and urgent care services, with a strong background in leading service transformation, improving access and working closely with partners to address health inequalities.

She joins Bromley Healthcare from London Central and West, where she is Executive Director of Operations and a Board Member. In this role, Lorraine has led large-scale service delivery and improvement programmes focused on quality, performance and community impact.

Previously, Lorraine was Chief Executive of University of Suffolk Dental CIC, where she co-founded an NHS-funded dental social enterprise, delivering services in partnership with local communities, and the NHS and wider sector. Under her leadership, the organisation expanded access to care, strengthened workforce training and received the East of England NHS Parliamentary Award for Excellence in Primary and Community Care in 2024.

Lorraine also serves as Board Trustee of the Sickle Cell Society and has held NHS non-executive roles shaping system-wide approaches to health inequalities.

Lorraine is joining Bromley Healthcare at an important time, as the organisation continues to deliver high-quality community services and work closely with partners across the health and care system.

Lorraine Mattis said:

“I am delighted to be joining Bromley Healthcare as Chief Executive. It is an organisation with strong values and a clear commitment to community care, and I am very much looking forward to working with colleagues and partners to build on the strong foundations already in place and to continue improving services for local communities.”

Lorraine’s appointment comes as Jacqui Scott prepares to retire later this year, after more than ten years of leadership.

During her time as Chief Executive, Jacqui led the organisation through the COVID-19 pandemic and the subsequent recovery period, supporting services to adapt at pace while continuing to provide care to patients and communities during an unprecedented time for the NHS.

Under her leadership, Bromley Healthcare developed and embedded its Community First strategy and values, strengthened community-based services, and built strong partnerships across the local health and care system. Most recently, the organisation was awarded a new contract by the South East London Integrated Care Board to deliver community healthcare services in Bromley for the next five years. In addition, she led financial growth and security and built strong reserves, providing the organisation with long-term stability and a strong foundation for the next phase of service delivery.

Dr Subo Shanmuganathan, Chair of Bromley Healthcare, said:

“I would like to thank Jacqui for her exceptional leadership and the contribution she has made to Bromley Healthcare since its earliest days. She leaves the organisation in a strong position for the future.

I am very pleased to welcome Lorraine as our new Chief Executive. Lorraine brings strong experience of working in partnership, a clear commitment to inclusion, and a track record of turning vision into practical service improvement. I look forward to working with her as we move into the next phase for Bromley Healthcare.”

Lorraine will join Bromley Healthcare on 8 June 2026, and Jacqui will remain in post until July to support continuity and handover arrangements.
